Owners of apartment shops, offices and units across Jakarta are petitioning the city administration for support against the developers of their properties, accusing them of falsifying ownership documents and intimidation.
"We have received several complaints from owners, who feel they have been cheated by developers on ownership legality and building management," said Ibnu Tadji, chief of the Indonesian Association of Apartment Unit Owners, on Monday.
"We hope that with the government's mediation, and support from other institutions, we will be able to solve these problems," he told reporters at the Human Rights Commission office in Menteng, Central Jakarta.
The association was at the office to discuss the issue with representatives from the Public Housing Ministry, the Trade Ministry, the Indonesian Real Estate Association and the city administration.
"There are many cases where owners' certificates authorizing their use of the land, handed to them by the developer on purchase, turned out to be false and was actually a permit to manage land owned by the city administration. This deceitful practice has been kept up for years," he said.
Incorrect documents had been handed out to apartment owners in ITC Mangga Dua and Mangga Dua Court Apartments, he said.
There are also cases where developers have renewed the certificates under their own name, leaving the owners with no title over the land.
Owners complained developers are practicing extortion in the guise of "service charges", are using intimidation and are undermining the rights of tenants.
A shop owner at ITC Mangga Dua, who asked not to be named, said she has been asked to pay more than Rp 2 million (US$218) each month in service charges.
"They refuse to give detailed reports of how the money is being used. They can increase the fee without consulting us; and if we refuse to pay, they cut off our power and water supply," the owner said.Mari dukung pembentukan Perhimpunan Penghuni Rumah Susun!
