Apartment tenants join forces against 'black' developers

Mounting frustration has spawned an alliance between the owners of apartment units, shop-houses, kiosks and shops in the city to deal with the developers of their respective properties.

"Evidently, tenants of many properties in Greater Jakarta share the same grievances. They wish to join our fight, so we decided to establish this group," FP-ARK spokesman Ibnu Tadji, who owns an apartment unit in Bumimas Apartment in Cilandak Barat, South Jakarta, told The Jakarta Post on Wednesday.

In January, apartment unit owners at Bumimas Apartment initiated the move against its management, PT Bumimas Megah Prima, through a peaceful rally.

Soon after they were joined by tenants of ITC Mangga Dua, ITC Roxy Mas, ITC Cempaka Mas and Mangga Dua Court Apartment, and established the Greater Jakarta Apartment Unit, Shop-House, Kiosk and Shop Owners Forum (FP-ARK) on Feb. 25.

"Together we will fight the injustices perpetrated by 'black' developers," a statement in the group's declaration reads.

Since then at least two more groups have joined the fight, namely tenants from ITC Bumi Serpong Damai and ITC Depok, Ibnu said.

These developers practice extortion in the guise of service charges, use intimidation and undermine the rights of tenants, behave autocratically, use threats of power and water outages to blackmail tenants, and are not transparent in their financial management, the group said.

"Members of our tenants' association are simply puppets of the developers, who act in their interests instead of in the interests of the apartment unit owners," FP-ARK Bumimas Apartment representative Hariadi Darmawan said.

The representative of FP-ARK ITC Mangga Dua, Ginting, charged that the trade center's developer, PT Duta Pertiwi, unilaterally increased service charges without first consulting kiosk owners.

The declaration, released Feb. 25, demanded that the developers immediately stop these unfair practices, urged the Indonesian Real Estate Association, together with Greater Jakarta residents, to boycott the properties of said developers, and asked the President and law enforcers to uphold the law against them.
